Also im not going to change anything from the account , he is free to get what he paid for even if i get banned .

You sent him the file without sending him the password, he asked for a refund, he should have received one. Read your own chats. Delivering 50% of the product does not mean you have delivered in full. The file without the password was useless. And at that point you were able to refund him without any further repercussions. It was your choice to risk it and send him the password after he asked for a refund because you took long to deliver. 

i was waiting for him to reply because if i send , he can just change everything and say that it wasn't working in the first place ( happend to me before and he opened a scam report here and i had to refund him), i make sure to do this while he is online which took him too long , not my problem.

he ordered a fresh account which means i had to make a new one and make docs so he can't ask for a refund after i made all of this .

I refuse to give a refund and i see that im not wrong , you are free to ban me if you want , i ll just conduct my business elsewhere and i ll never be back here if thats im treated .

@Apollo reply within 12 hours. Customer asked for a refund before you delivered due to your delay, you should have refunded him instead of ignoring his request.
