I bought a netflix upgrade from kinz store for $9

i waited for the account he said join the server ill open you a ticket, the upgrade is taking up to 24 hours, 
i waited the 24 hours without any accounts, then i talked to him he said that i should pay more to take the upgrade, because the bank is asking for increment after the earthquake xDDDD

i should pay $11 instead of 9$, i said to him after the delay, at least you should tell me from the first, he said that there was a problem in the bank, it's not our problem.  

i said no problem ill send you more 2$ after the upgrade, i thought he is not a real seller he is just a pleb, i asked him "anyways it's a year subscription?"
he said after the increment he can give me a year, it's just for 1 month xDD
here in Egypt 1 month in UHD is for $5, why should i pay $11 for his stupid service.
he sent me 6.7$ and said that's my money and there are fees for the transaction, anyways i sent him the full money his website asked for, and the full price of his service, and i want a full refund.

Edit: I Forgot to mention that he deleted all the chat on his server so i can't prove anything and kicked me from the server xD
