If you use the Tor browser, you'll want to be connected to the Tor network through it. Adding a VPN on top of that is unnecessary and only involves another party into the game that doesn't need to be there.

Additionally, you can live boot something like Tails from a USB stick and run your operations on there.

If whatever you wanna do actually isn't illegal by any means, the only thing of importance here is that the vpn doesn't leak your public ip address, which really none of them should, unless you've got a really shitty one.

Btw best practice is to assume every vpn records your activity, so don't do stupid shit while being connected to any of them.

Also, you could use a fingerprinting-proof browser like Tor or use a public computer to do whatever business you want to attend to leave little to no traces for whoever it might be you want to shield yourself against.
