I had a failed refund from a refunder So I have been trying to dispute it through paypal calming that I received an empty box but now they are asking for a filed report with my law enforcement agency or government organization. They have other options instead of the police like my state consumer protection office but I'm not sure what I should do now.

I wanted to know if there are any particular methods for items from Amazon Wherehouse. I picked up a discounted 4070 from amazon and it supposed to arrive Thursday and says it requires a signature. What method would be best because I feel like DNA or EB might not work for this being $570 and requiring a signature?
